ES Programme Manager

Job Description
Do you have proven experience in Programme Management with excellent people skills? Have you managed a technical portfolio of operational projects? We are currently seeking  a Programme Manager to work within our Enterprise Services (ES) management team.
This is a permanent position and you will be required to hold and maintain Government clearance

A key member of Northrop Grumman’s EMEA (Europe, Middle East, Africa) Enterprise Services (ES) management team, this role plans, executes and finalises a predominantly technical portfolio of IT and wider operational projects according to strict deadlines and within budget for ES EMEA Operations.

Key Responsibilities

  • Manage the overall programme portfolio and budget, monitoring expenditure and costs against delivered to schedule and budget, and realised benefits, providing leadership and direction to project managers
  • Oversee projects from initiation to completion and effectively communicate project expectations to team members and stakeholders in a timely and clear fashion
  •  Manage dependencies and interfaces between projects
  • Establish and maintain systems/processes to support the management of dynamic non-recurring projects
  • Define and be accountable for projects governance and delivery in the context of wider infrastructure planning, interfaces with other programmes and corporate, technical and specialist standards
  • Work collaboratively with senior management and stakeholders to define project scope, goals and deliverables that support business objectives
  • Ensure effective channels of engagement are established and applied for regular dialogue with stakeholders, and build, develop, and grow key business relationships vital to the success of each project
  • Ensure non-recurring project priorities are optimally set with EMEA ES Leadership and requesting customers
  • Manage the development of project plans and associated communications documents, and ensure these are recorded and tracked in the over-arching programme plan
  • Work closely with the EMEA Compliance & Operations Manager to ensure effective quality assurance and the overall integrity of the programme of work
  • Estimate programme resource requirements, determining and assessing need for additional staff and/or consultants and co-ordinating all internal resources and preferred external suppliers to deliver projects according to plan
  • Negotiate with other department managers in a timely manner for the temporary release of skill sets from within the business to support any one or more of the projects as required
  • Accountable for the management of risks, issues and conflicts to ensure effective resolution for each project
  • Initiate extra activities and other management interventions wherever gaps in the programme are identified or issues arise, and proactively manage changes in any project scope, working in partnership to devise contingency plans
  • Accountable for the development and delivery of programme progress reports, proposals, requirements documentation and presentations to senior stakeholders
  • Conduct end-of-project reviews including lessons learnt, and establish a repository of information to benefit future programme and project activities
  • Work closely with programme and project management colleagues across the business to develop and maintain best practices and tools for programme/project execution and management
  • Manage third party contributions to the programme
General Operational Duties
  • Oversee the successful transition of all project outcomes to BAU where applicable, ensuring the products or services from projects achieve quality targets, are on-time, within budget and in line with the programme plan and governance
  •  Attend ES EMEA Operations department meetings as required
  • Remain compliant with all applicable ES Processes and proceduresUnderstand and apply all policies, processes and procedures around people management, compliance and governance
Essential Qualifications/Experience
  •  Degree in Computer Science or equivalent experience
  • Project management accreditation, PRINCE 2, PMI/PMP, APMP
  • ITIL certified
  • Six Sigma certified
  • Extensive programme management experience in a technical domain, running multiple projects simultaneously
  • Highly-competent user of MS Project/other project tools, excel and powerpoint 
  • A demonstrable track record of hands-on delivery of both hardware and software IT projects
  • Extensive benefits realisation management
  • Evidenced successes working with people at all levels of an organisation and across international borders and cultures
  • Exposure to the full project life cycle - Waterfall & Agile Methodologies
  • Recent history of working within a matrix management environment at a large-scale, complex international organisation, and within small teams
  • Proven people management experience, able to guide resources as required 
  • Successful delivery to ISO9001, ISO20000 & ISO27001 standards
Preferred Qualifications/Experience
  • Experience of working on programmes within the Defence sector 
  • Experience of working within a US company/organisation
Other requirements
  • Travel requirements: regular travel both in the UK and overseas to attend meetings, training activities and conferences, and to undertake project activities. Valid UK driving licence and passport
  • Clearance requirements: The post-holder must hold and maintain UK Government clearance
